My cousin and I went to the foothills of the Himalayas last summer. We were in Manali and wanted to get on a bus to Leh. It had just rained the previous night and we heard rumors that the road to Leh was blocked due to mudslide. We were still assured by the HPTD that it was not a problem. We ended up getting stuck on the bus for over 20 hours! That's not even the worst part - when we finally got back to Manali (we trekked down for a while then managed to get a taxi to come up and give us a ride), we walked into the toursim office to get a refund. They managed to give us a refund but one of their employees was trying to convince another group that the roads were clear and that there was no problem - pretty much just lying to their face.
